In Premiere Elements 2023....is it possible to add my own graphic or other element to the motion tracking instaed of being limited to only the ones that are provided by Adobe?

Certainly! I show you how to do it in this tutorial.
Just make sure the media clip or graphic you want to add is in the Project Assets panel before you begin motion tracking, as I do here with a title.
