Specific to Premiere Elements version 2023

I noticed in Premiere Elements 2023 User Guide, that Quick Export for Non-HD Projects, uses the resoluton of 640 x 480 and a Frame Rate as 30.
I have a large collection of old VHS tapes that have been converted to VOB files, and then formatted with HandBrake to a more manageable size. In Handbrake I used Frame Rate as 25 as I followed Steve Grisetti excellent video on Converting Videos with Handbrake and saved as *.mp4.
The newly *.mp4 are then edited in Premiere Elements and as mentioned above use the Quick Export.
My question is, why would Quick Export use a Frame Rate of 30, as to my understanding PAL format is 25 ?
Another question, in Premiere Elements 2023, is it possible to mix two video's with different resolution in one project. I have some *.mpg 640 x 480 videos and some *.wmv in 320 x 240.

My guess would be that the Quick Export feature uses some default settings. I suspect that if you are 'quick exporting' 25fps video then PrEl will be adding duplicated frames to achieve the 30fps output. Another question, in Premiere Elements 2023, is it possible to mix two video's with different resolution in one project. I have some *.mpg 640 x 480 videos and some *.wmv in 320 x 240.
Short answer is yes.

If one adds clips to the timeline that have different frame sizes then the resulting video will potentially be jumping between frame sizes. So, for example, applying a 640 x 480 clip followed by a 320 x 240 clip means that the image sizes on the timeline will flip from one size down the the smaller size (does that make sense?)
To avoid this one can use the 'Scale' property to enlarge the smaller frame size but that will have an adverse affect the image quality.

To make the size difference less harsh, I would scale down the larger images a bit and create a color matte or a fixed or motion background on a lower track.

Or you can scale each manually if you would like. But scaling aside, the program doesn't care about the differences.

You may want to go to Help > Sign out in Premiere Elements before doing that. Then Help > Sign in after the reset. Why do you need to reset? There may be a better solution.

I'll make sure I sign out first.
I have experienced frequent lock-ups with various programs, not responding, unable to end task, etc. Copying from one drive to another is near impossible slow. Using File Explorer looking at one folder to another, the program does not respond for some time. Restart or shuutting down my computer takes forever.
It may be caused by an update, but not sure which one it would be.
I have previously done factory reset, and although it is a time-consuming process, it is a nice feeling to have a "new" computer again.

Such a slow down could be caused by HDD problems.
How full are the HDDs? Can you run tests to see if one is at the point of failing?

I agree with John. This is likely a hard drive failing. But if not a hard drive, malware is the second most likely culprit.
