Using Adobe's Premiere Elements 2022, I can create a dvd to run on television's with menu's to various section on my disc.
Is it possible to create a similar menu when output to mpg format ?

No. Menus are only available for DVDs.

I've been searching for a solution for a long time.
This is the closest I've found:
https://tmpgenc.pegasys-inc.com/en/product/tpxc.html
It only works on Windows, however.
