How can I create a video with an aspect ratio suitable for Instagram Reels?

Premiere Elements offers project sizes of 4:3 (the old TV aspect ratio) and 16:9 only. You can not create a portrait video or a square video in Premiere Elements.
This options is available, however, in Vegas Movie Studio Platinum and CyberLink PowerDirector. You can also create both upright and square videos using the Windows Video Editor which, if you have Windows 10, is free with your operating system.

3.6 ghz i7-7700 running Windows 10 Pro 64-bit with 16 gigs RAM and a 2 terrabyte HD. Also iMac 2.6 ghz dual-core, 4 gigs of RAM, running OSX El Capitan and Boot Camp Windows 10 64-bit.
