Premiere Rush is Adobe's new cross-platform video editor that works as well on desktop computer as it does on a phone or tablet. Rush is part of Adobe's Creative Cloud suite of programs, so it includes full access to the Cloud and the ability to edit the same project from several devices.

The starter plan is free. It does require an Adobe ID. If you don't have one already, you can create an account and ID for free. The starter plan only allows three exports on the desktop version, but unlimited exports on mobile.

The premium version is included the the all apps creative cloud subscription and the Premiere Pro subscription. A separate premium Rush subscription is available for $9.99 usd per month which provides more cloud storage and unlocks more Rush features and removes restrictions.

I haven't tried Rush yet. Not sure what the premium features add. The subscription Premiere Pro can read Rush Projects.

From what I understood of the program it is designed to be used to edit on the fly on your phone and then if you want the a deeper dive you can open in Premiere Pro and continue.
