Rolling Text Options

I am trying to add a rolling text.

I have these questions:

How can I adjust the speed of the rolling text manually?

How can I get to the Roll/Crawl Options to set Preroll/Postroll Times etc. (as shown on pg. 148 of Steve Grisetti’s “The Muvipix.com Guide to Adobe Premiere Elements 2019”?

As it says in the book, you can access the Roll/Crawl options when the title is open in Title Adjustments and you have a block of text selected. The Roll/Crawl Options panel can then be opened from under the Text menu.

The speed of your roll or crawl is determined by how long your title is on your timeline. The longer your title is, the slower it will roll.
