How do I know where to add title page? Video 1 or video or video 3, etc. What are the differences? I see in the book they add the title page to video 2 and the clip is on video 1. I want to know why?

Think of the video tracks as a deck of cards. Video track 2 is above video track 1. Video track 3 is above track 2.
You want your title to be on top, so put it on the highest track.

If you don't need anything to appear behind your title, you can place it on the Video 1 track.

If you'd like your title to appear over another video, please it on Video 2 or higher with the video or video clips you'd like to appear behind it on a track or tracks directly under it on the timeline.

Also, the title track's background is transparent so whatever track you decide to place the title on the tracks underneath will be visible. Where ever you decide to place your titles it helps to be consistient in you placement. That way when you trouble shoot your video it is easier to figure out where thins are.
