After taking a long clip from my project assets panel over to the clip monitor to pre-trim to smaller clips, than moving the smaller clips back to the project assets panel. How can I copy those small clips over to the organizer so I can use them in a video collage?

The Video Collage tool is in Premiere Elements. Not in the Organizer.

I know the Video Collage tool is in Premiere Elements, it wants me to pull the clips to use from either files on my hard drive or from elements organizer but the clips i want to use are only sitting in the project assets panel after trimming them from longer clips in the clip monitor if I can copy those small clips over to the organizer I can use them in a video collage?

You will need to export/share the small clips and save them as individual files.

You can trim clips directly in the Video Collage tool, in case you weren't aware that you could do that. After you drag a clip to a panel, there is a "trim" icon you click on the left side of the selected panel. That will put the tool in trim mode.

If you start in the Organizer, the clips you select in the Organizer will appear in the Video Collage media bin after you select Create > Video Collage (from the Organizer). Drag the video clips to the panels, then select a panel and click the "trim" icon. A trimmer window will open where you can set the in and out markers.
