Re: How to blur video so you can watch vertical video horizoThat blur is actually on a lower video track. It's most likely just a blurred, blown-up copy of the 4:3 video.
So: 1) On Video 1, place your 4:3 movie. Scale it to 140% and apply a blur effect to it. You now have a blurry video that fills your 16:8 video frame. Then; 2) Add your video to Video 2, above your blurred video on the timeline. Voila! HP Envy with 2.9/4.4 ghz i7-10700 and 16 gig of RAM running Windows 11 Pro
