Starting a new topic as per request.

Here is a screen shot of the preferences page with the scale to frame size checked, and then here is a screen shot of what comes up when I add a new video in.

The program works OK when I put in a file I have already made in 13. But not when I try to make something in 15.

Well, it's definitely working. Although your video is not the same dimensions as your project's video frame so it fills the frame right to left but not up and down.
3.6 ghz i7-7700 running Windows 10 Pro 64-bit with 16 gigs RAM and a 2 terrabyte HD. Also iMac 2.6 ghz dual-core, 4 gigs of RAM, running OSX El Capitan and Boot Camp Windows 10 64-bit.

Camera specs:
Recorded at ultrafine level.
16:9 aspect ratio
Recording playback format: MPEG-2
Recording mode:
720 x 480 pixels
8.5 Mbps (VBR)

That previous picture is the same if I go to AVCHD Full HD 1080i 30 or DV Standard 48 kHz.
Attached picture is what I get if I go to DV Widescreen 48 kHZ - the edges are now black.

This same video into 13 fills the screen properly at NTSC AVCHD Full HD 1080i 30 - see attached pictures -

Top picture is in 13 where everything is behaving itself. Bottom is the DV widescreen 48 kHz. setting.

Which setting should I be using in 15 for my video? Thank you.

And if I import at file I have worked on in 13, it works just fine. It is just starting a new file that has issues.

New complication. When I try to open a file I just had open and rendered, the whole program shuts itself off. Repeatedly. Even after restarting the computer. And if I try to open the file in 13, which used to be possible after being in 15, it says there is an unknown error in opening the file. Gremlins? Extra - terrestrials? Or is this something other people have dealt with?

Another complication. Anything I have opened in 15 today I can no longer open in 13. I get the unexpected error message. I'm glad I have backups because now I can't open the files at all!

I would expect your DV widescreen setting to work better with your video, based on the specs you've shared. I'm not sure why that is not the case.

Meantime, we always recommend against opening any project in a version of the program other than the version it was created it. If you open a version 13 project in version 15, it may corrupt. And if you do successfully open a version 13 project in version 15 of the program, you will not be able to later open it in version 13. The program has never been backwards compatible that way.

Getting back to older versions of the project may be possible, depending upon your servings.
h/t to Ron, I think, for pointing me in this direction.

Go to the folder where your project is saved.
Look for a folder like - Adobe Premiere Elements Auto-Save
Within that folder you may find earlier versions of the .prel file.
Open PrEl from this file (double click it) and you should see your previous work, but it may be missing the last updates you made.

Steve is correct, PrEl 17 is not backward compatible to PrEl 15
But this is a 'work-around' to get to an earlier version of your work.

Somehow I missed both these last replies. I apologize. Thank you for answering. My work around has been to duplicate a file and label it for 15 and never open the original that I made in 13 in 15. 15 will open the .prel files with the video properly displayed, so I will just go with that for now. Thank you for your help.
