Does PRE 14 support the use of LUTs ? If it does, what is the procedure?

LUTs are way beyond what Premiere Elements is capable of, John. However, there are a couple of features in the program worth checking out.

1) Video Adjustments, launched by selecting a clip and clicking the top button on the program's Toolbar, allow you to apply color and lighting presets by simply clicking buttons.

2) FilmLooks (under Video Effects) apply any of 16 pre-set color grades to your movie.

But that's as close as you'll get, as far as pre-configured color grades for your movie.

I don't think Elements can use LUT's

Many thanks for your replies. I've not tried the film look Steve so worth a try. The effect I was hoping for is a 'sort of' brownish Autumn tint that there are downloadable LUTS for. I can't really warrant the cost of full blown Premiere as it's only a hobby at present.

LUTs can be used in CyberLink PowerDirector Ultimate, which sells for about the same price of Premiere Elements.

I've managed similar but not quite what I was looking for with the following settings.
RGB Click on centre extreme right preset box
More:
Red 90
Green 70
blue 50

This link will show the colour grade I am after. Autumnal Brown would be my best description.
