Back to struggling with video from our original camera. Here's what I have from the camera settings and project settings:
Recorded at ultrafine level.
16:9 aspect ratio
Recording playback format: MPEG-2
Recording mode:
720 x 480 pixels
8.5 Mbps (VBR)
Audio: 48 kHz 384 kbps

We modified the video into MP4s as per this thread: viewtopic.php?f=108&t=14703

Question - what are the best settings to use to publish this video to put on Vimeo and YouTube?

Since that's standard definition video, I'd use the AVCHD output setting with the YouTube SD preset. That will give you a nice MP4.

If we go with a higher output, does that give us something worse or just no better?

If you're asking if you should use YouTube HD rather than YouTube SD, I suppose you could if you wanted to. It will produce a larger file. However, your original project settings are standard definition. You won't get an HD video. Just a blown-out SD video.
