Similarly to the way the Format Painter feature is used in products like Microsoft Office, I'd like to be able to set adjustments, effects, etc for one clip and then apply it to another clip of my choice without manually moving all the sliders and making all the changes each time.

A good example is using Green Screen Key. I normally have to make a few adjustments to get the background keyed-out just right. If I have several clips I don't want to make the same tweaks for each individual clip. I'd like to be able to somehow copy and paste effects and settings to other clips.

Hopefully this question makes sense. I can provide more specifics if needed. Thanks!

This one's right out of the book! ;)

Right-click on the clip whose properties and/or effects you want to copy and select Copy -- then select and right-click on the clips you'd like to apply those properties and effects to and select Paste Effects and Adjustments.
3.6 ghz i7-7700 running Windows 10 Pro 64-bit with 16 gigs RAM and a 2 terrabyte HD. Also iMac 2.6 ghz dual-core, 4 gigs of RAM, running OSX El Capitan and Boot Camp Windows 10 64-bit.

Premiere Pro allows you to only copy and paste the effects or movement that you want to, in Premiere Elements you have to copy and paste everything. Sometimes it is easiest to add a small clip or an image to the timeline and add the effects and/or movement that you want to paste to other clips just to that temporary clip. That way you know only what you want to paste will be added. I used to forget about stuff I had added to some clips and would copy and paste movement or effects that I didn't want. Using a temporary clip to copy from works really well for me.

And, just a reminder, if you want to reuse these effects in another project, you can select them and save them as a custom preset.
