I need a plain black background as my video 1 layer, that I can then add effects to, like the lens flare. What's the best way to do this short of shooting video with my camera with the lens cap on?

Premiere Elements provides for generating a black video clip. In the Project Assets panel, click New Item from the panel options and choose Black Video. Place the resulting black video clip on the timeline and drag the end of the clip to change the duration of the clip as needed.
