Specific to Premiere Elements Version 12.

Somewhere along the way I saw an option to set the CTI to stay centered and thought it would be a good idea. But now I want to switch back to the default setup and can't find the option in the preferences. I've right clicked all over the place hoping that option would appear again but it hasn't!
Can someone tell me where it is, so I can change it back?

What exactly do you mean by "stay centered", Mike?
HP Envy with 2.9/4.4 ghz i7-10700 and 16 gig of RAM running Windows 11 Pro

When the video is played the tracks play past the CTI, which stays in the center of the screen.

Edit the Preferences. In the general tab, look for "timeline playback auto-scrolling". It sounds like you have it set to "smooth scroll", change it to "page scroll" and see if that suits you better.
