Just downloaded PRE 12. Love the program. But, I am having the same problem that I had with PRE 11. The video stabilizing effect will not save after rendering. Is there some parameter that I can turn on or off to solve this problem?

What do you mean that it won't render? Do you mean that you can't render the timeline -- or that the effect isn't fixing your stabilization problems? Or are you saving that when you save and reopen your project the rendered timeline (no matter what effect) doesn't save?

If that latter, can you provide your computer specs (processor, RAM, hard drive space, as well as information on your hard drive or drives)? Even better, can you post a JPG screen capture of your timeline?
