I think you need to provide more detail so someone can help you out.

I have uploaded 28 videos to youtube so far using premiere elements 11. Yesterday I built a new video and tried to upload it as normal. The program ran through the various processes as normal but instead of giving me a link to share my video I got an error message that says something like "an error occurred while uploading your video" I am using the same format and nothing else has changed that I am aware of?

So, I am not sure if my problem is caused by Prem Ele 11 or youtube?

For some reason, as soon as Premiere Elements is updated to interface with YouTube, YouTube changes the game.

I'd recommend you just create your video manually using Publish & Share/Computer/AVCHD with the YouTube HD preset and then just manually upload this MP4 using the interface on the YouTube site.

Your results should look terrific!
