Photoshop Elements has some terrific old photo and vintage photo filters and effects.

Thanks Steve... Where would they be?? maybe I have over looked them.I have 7 & 11..

In Expert mode, open up the Effects panel (press F6) and, on the Effects tab, you should be able to select Vintage Photo under the drop-down menu.

There are also a couple great old photo effects in the Guided Edits, in the Photo Effects category. Give Old Fashioned Photo a try.
