Was the Time Remapping bug that existed in Premiere Pro (see http://forums.adobe.com/thread/1072383) carried over to Pre El 11, or did they fix it?

It works perfectly for me. I'm not experiencing the problem described.

I dont think they moved Time Remapping from Premiere Pro to PRE11 as such. The Premiere Pro Time Remapping is more sophisticated. But as Steve says Time Remapping in Pre11 works well for me as well.

I just tried it in Premiere Pro CS6 and it works perfectly. I don't experience the problem described.

Are you experiencing the problem? In what -- PPro or PrE?
