VideoRedo TVSuite Plus H264 pre-release

Videoredo has a pre-release version available with h.264 support. I upgraded from VideoRedo Plus for less than $50. Full price is something like $98 US. Again, this is a pre-release version. You won't find it listed on the main Videoredo web page.

Upgrading is not so straight-forward. Just make sure you have your current version of VideoRedo Plus installed.

VideoRedo is a great tool for converting mpeg files, often mentioned by Paul.
It isn't free but a great tool if you have mpeg files that won't work in Premiere Elements.
Usually doing a simple 'Save As' will create a usable file, very nice, very easy and relatively inexpensive.
The program also has many other capabilities and features too.

The main purpose of VideoRedo TVSuite is to edit out commercials from recordings of television content and then burn a DVD with a menu without recompression. Then in version 4 -- the pre-release version -- they added support for AVC/H.264 video. You can cut out unwanted parts and then save without recompression. You can also convert from one type of containter to another without recompression, or you can change parameters -- such as bitrate -- and save with recompression. You can do batch processing.

I haven't played with it long enough to know how well it works with the h264 video. In the past I have used it to fix MPEG-2 video that wouldn't load into Premiere Elements without errors.

This doesn't use Open Source software. From what I can tell, the codecs are either from Mainconcept or they are proprietary.
