I think Ed Mann found a site like that once and posted it in the Adobe forum. Pretty limited but not bad for beginners. I wonder if Adobe bought them, they seem to be buying everything they can get their hands on these days.
Jumpcut.com is an online video editor. I've played with it a bit found it pretty slow but it's great if you're collaborating with a bunch of people on a project.
The site I mentioned was eyespot, and jumpcut. eyespot is mostly for cell phone video, and actually lets you do some good editing effects and transitions. Jumpcut is less advanced and is mostly for mash-up videos as wheatking said. I would assume that adobe's online tools will be similiar to jumpcuts.
I haven't done anything with eyespot in a long time, maybe I'll make something this weekend.
