Tutorial on using AI Gigapixel to upscale video. I have used this method and, if I recall correctly, RJ has also used this approach but using Handbrake.

Unbelievable what was done. Loved it. Can anything of that nature be done in Power Director or Vegas Pro?

Topaz Video Enhance AI

FYI, Topaz Labs has released the video version of Gigapixel AI that they have been working on. They are calling it Video Enhance AI and it can upscale to 8K resolution. Per their web site, "System Requirements: 1. Need nVidia GPU >4GB VRAM to run fast (CPU can run but quite slow). 2. Cannot handle “interlaced” video directly, footage needs to be to de-interlaced first. 3. Window 10 platform". It does say it will run on a Mac but using only CPU because of the video card so it will be slow. See their web site for more information.

A little pricey, but they have an introductory price going right now that will save you $100. And, of course, they have a free trial for both windows and Mac.
