Originally, this feature was in Photoshop CS5 and CS6 Extended Editions only. When Adobe changed to a subscription model with Photoshop CC, the old separate Standard Edition was dropped and all Photoshop CC versions are, in effect, Extended Edition versions and contain this capability.

Edit: Correction, Photoshop CS6 added video support to both Standard and Extended Editions.

Sorry to sound naive but -- what's the advantage of editing in Photoshop? Can it do something Premiere Elements or Premiere Pro CC can't do?

That is addressed starting at about 2:10.

I suppose if you only have the Photography plan and don't want to purchase or subscribe to another application, that could be one reason to use Photoshop for video.

To address Steve's question, video in Photoshop was intended to meet the needs of still photographers who were beginning to use the video capabilities of their DLSRs and needed a way to edit and finish short video projects. By leveraging their existing Photoshop skills, this provides an easy way to transition to video without needing to purchase and learn a new application. It was not intended to replace video specific editors which have more advanced capabilities.

Even if you use a video editor, there may be times that it may be desirable to edit a specific segment or clip in Photoshop to take advantage of the tools and/or effects available there. You can also create custom LUTs that can be applied in video editors such as Premiere Pro CC that support them. Photoshop is often overlooked, but it can fit in well with other video applications in a video workflow.
