I saw this too. And I visited the FAA web site.

From my reading, it's less of a big deal than it sounds at first. The FAA asks a nominal fee of $5 in order register your aircraft -- and they'll even refund it if you register before January 20.

I think it's really more of a way to just keep these things from getting out of hand (or into commercial airspace) than it is part of some plan to exercise any serious control over.

My feeling anyway. And I will be registering my Christmas present, if it's what I think it's going to be!

Or maybe not. There's a good chance the one I'm getting will be under the .55 pound limit.

What is scary is that pilots have had near collisions with drones. Sorta off topic, LED lights are a problem too. We have noticed many houses around here with the LED lights (some w/movement) on the side of homes. If they are not angled correctly that is also a problem for pilots.

Steve I hope you get your quad copter. Sounds like it will be a lot of fun.

In addition to the above listed lights, lasers continue to be a big problem here for pilots.

It's kind of like the "criminals won't register their guns" situation. It would be nice to have everybody comply with the rules, but it's likely that the troublemakers will not register.
