The tapes were copied from a vhs-recorder onto a dvd-recorder. As I haven't got the tapes anymore, I can't say for sure if the "streaks" were on the tape. It is likely that the streaks were on the original VHS tapes as those recordings would have been interlaced, not progressive. Re-captu...

They look like interlaced video 'scan line traces'.

You might try Handbrake to convert from interlaced frames to progressive frames to see if that resolves the problem. Details on 'how to' can be found here.

Try zooming in on the timeline. It seems like that tiny slither is so thin than accurate placing of the "selection pointer" is the problem. Expanding the timeline should make that selection easier as the rogue image will be much larger. Hope that makes some sense. :)
