Navigate to Open, then Open Webcam/Other Device. This should make your video playback visible in the monitor. Then you can go back to the menu and select Video/Video Recording a...

Re: PE10_AVCHD to discIf you've got the original project files and video, you can output from Premiere Elements as 1920x1080 MP4s. You'll have to use a third-party program to create BluRay discs.
But you won't' be able to produce HD video from your DVD files since DVDs are standard definition.

If not, I'm very sure Photoshop Elements does, and you could use it to convert the HEIC files to JPGs. But please give it a try and report back to us. I'd like to know if the program lives up to Adobe's marketing.
