Specific to Premiere Elements version 2019

In PE 2019 is it possible to stop the film( I can do this via freeze frame), create a black cursor arrow to use to point and do a voice over while using the cursor to point and speak to different areas of the screen. Is there a tutorial? If no, what other app might do this. I have seen this used by others. Thank you,

It's a fairly easy effect, if you understand basic motion keyframing. (We've got a tutorial if you need help.)
You'll also need a graphic of an arrow, of course, with a transparent background. You can create one in Photoshop Elements.

This can also be done, a little easier, in Camtasia. I guess it depends on what the purpose is. Camtasia does some really great stuff for presentations and instructional videos, that is what it is geared for. Premiere Elements is for creating movies, is your project more of a movie or more instructional? You can download a free trial of Camtasia and check it out.

It is definitely instructional. I am looking to create a telestrator effect. Stop the film. Speak while it is stopped, and point to several areas as well as players on the screen showing why they are in a good area or not a good area and why and then move to the next film clip. Thank Matt

Camtasia can do that so much better but it is not cheap.

And it certainly is possible in Premiere Elements too. Assuming you understand how to create a freeze frame and how to animate graphics with keyframes.

I am using freeze frame tool quite a bit and have tried the telestrator cursor/arrow effect with key framing but have not been able to grasp it to utilize effectively. I am going to take another shot at it. Steve, is there any other resource I should look at besides Tutorial Six (Keyframing basics). Chuck, I have the 30 day trial for Camtasia but it is expensive to purchase. I need to see how difficult it is to learn.

I notice in the tutorial for Camtasia it indicates you need a web host server. Does anyone know if that true or is it if you just want to use the interactivity features? Thanks Matt

I think the host issue is if you want to use the instructional Quiz feature allowing people to take a quiz and move to the next url or section of video. Thank you

Chuck, if I get Camtasia and if I get a host server (Techsmith offers hosting and they own Camtasia) would it allow me to hold a film review on line and have 40 people join in all from different locations. Thanks
