Yup, that's a tough one. I learned that lesson more than once unfortunately. In Audacity you can try the notch filter, the compressor, gate and limiter, also adjusting some specific equalizer frequencies might help some. Depends on how bad the background noise is and how much difference (loudness, frequency, etc.) there is between that and the person you were interviewing.
