Re: Making an arrowYou should be able to use a title and create the arrow there. Or create an arrow in Photoshop and place that in the timeline.

Re: Making an arrowAs Sidd says, the best solution is to use one of the Shape tools in Photoshop Elements to create the arrow and then save it as a PSD with a transparent background and then import that into your Premiere Elements project.
As you suggested though, you can also use Web Dings, if you've got them among your fonts. HP Envy with 2.9/4.4 ghz i7-10700 and 16 gig of RAM running Windows 11 Pro
