I am having a bad time using transitions in Sony movie Studio Platinum 13. When I try to pull down a transition from one of the transitions I get a red circle with a red line through it. And it will not go to my timeline. Other than that everything is working great. I really like the program. I do think the community forum should be made easier the post new topics. I do have trouble finding the new topic.

First, have you ensured Crossfades are enabled on your timeline?

And have you overlapped two clips on your timeline so that they create a crossfade? Once you've done that, you just drag the Transition down onto the crossfade.

Not sure how to till if cross fades are enabled or not.

Under the Options menu, you'll find a checkbox for Automatic Crossfades.

When it is checked, any time you overlap two clips, a crossfade will be created between them.

As Steve says, the events should be overlapping each other for the duration of the transition. You need to do is move the right-side video over the left to make them overlap. See in Config (on the new Editing Toolbar of MSP 13) pull-down menu to check Automatic Crossfades, or Options menu as Steve advises. Automatic Crossfades: Select this button to automatically create a crossfade when two or more events overlap.

See also Options > Preferences > Editing tab.
Automatically overlap multiple selected media when added:
When this check box is selected, events will be overlapped when you drag several media files to the timeline. When the check box is cleared, events will be added end-to-end.
To change the amount of overlap between events, adjust the Amount setting in the Cut-to-overlap conversion section of the dialog.
Tip: Automatic Crossfades must be turned on to use this feature
