Is it possible to create your own menu from a jpg image in Adobe premiere elements 9, also to create your own menu buttons? Rather than using the installed templates.

Welcome to Muvipix :meet:

It is possible if you have Photoshop (the pro version) to create buttons but not easy.
You can add almost any image to most of the menu templates just by dragging it in.
Steve has provided some instruction on modifying existing menus, which is a lot easier than trying to create on from scratch.

A great inexpensive, and more friendly alternative is DVD Architect Studio:

It's very powerful at the price. There's a little bit of a learning curve, but Steve has a book and there are a number of us here who use it and are always glad to provide whatever assistance we can.

But, of course, if all you want to do is drop your JPEG in as a background to a menu page, you can do that too -- right in Premiere Elements. Just start with an existing menu and replace the background.

In Premiere Elements, you can also add custom music to your menu, change the locations of your buttons and customize any text.

It all depends on how much customizing you want to do.
