Need certificate frame

I am making a certificate to print and looking for a frame to create in PS. I found a few templates, but they are pdfs. Here is a frame that I like, but open to suggestions. Not sure of the dimensions yet, but a relative has a printer that produces large prints. Should I look for vector files? Thanks.

Can't you import PDF files into Photoshop?

Great idea, Chuck! PDFs open in Photoshop as layered files.

Those are fill-in pdf forms. I'm pretty sure those will rasterize when opened in Photoshop and come in as a single layer. That might be OK if you are just looking for the frame and remove the background and text. Which of the documents on that page is the one you are looking at?

After I posted I remembered that I had some animated frames and there are files that are static. Vectors are ones that you can upscale without loss?

Would anyone with PS experience be willing to look over the final version? I am not sure about spacing and leaving room for a matte. Thanks.
