I was removing some dark circles under the eyes of my model, and the Healing Brush and Clone tools in PCCS5 clearly do a much better job.

They do borrow tools from each other -- but the function is fairly similar.

Content Aware Fill on the Healing Brush is becoming more refined in each generation of Photoshop, and it was added to Photo Elements in version 9 with more of a presence in version 10. So it may be more sophisticated in Photoshop but, all other things being equal (ie, the qualities and resolution of the original photo, the settings on the tool itself) the results shouldn't be that different.
