Wiggle Master Controller
A Master Controller is very handy to control all of the layers at once. And can change things later with 2 minor adjustments to the Speed & Amount Sliders. It is also helpful to keyframe the amount & speed over time. If a Wiggle is placed on a layer directly without the controls, then it is an all or nothing speed & amount. The following is a basic how to. (My cheat sheet. )
1. Wiggle Position
Create a Null & rename 'Wiggle Controller'
Add 2 sliders to the Null and name ‘Speed’ and ‘Amount’
First layer or photo add expression to the Position (make 3d first if 3d layer)
wiggle(0,0)
Highlight the first 0 and pick whip to the Speed slider.
Highlight the second 0 and pick whip to the Amount slider.
2. Wiggle Rotation
Slider for Speed
Angle for Amount
Directions same as #1
3. Wiggle only Position y of a 3d layer (for example)
Directions same as #1

[value[0],w[1],value[2]];
The expression is stating to keep the value of x, wiggle y, and keep the value of z. Since computer language starts at 0 the x is 0, y is 1, and z is 2.
Note:
If keyframing to gradually stop the wiggle, keyframe the Amount slider and not the Speed slider. Noticed there was jittering when keyframing the Speed to 0%.
Other Notes:
Generally, I create the animation first before applying the Wiggle.
1. To wiggle a photo, set up as above. Edit>Copy Expression Only & Paste to all of the other layers. Can select all the layers before pasting.
2. Can wiggle the camera instead of the layers.
3. If an expression is already on the Position of the layers that have a Null (if a Script was run for example), then wiggle that Null. Hook the Script's Null to the Wiggle Master Controller Sliders.
