Yes, you can make similar things to that in AE. This example was done using only the effects that came native in After Effects. This is a modification of a free project that was provided by the videocopilot.net site.

The first set of backgrounds you posted were based on particle effects. After Effects does come with some particle generator effects built-in, but they are fairly basic. You can do a lot with them, however. There is a commercial product (Trapcode Particular) that has a lot more features and capability available, but it is a bit pricey.

The second set looks like it is using volumetric lights which is not a native capability of AE. Some built-in effects in combination can simulate it to some extent, but generally it's easier to use a 3rd party AE plugin like Trapcode Shine.

All of the Muvipix backgrounds are created with After Effects :)
1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.

2. Cybertron PC - Liquid Cooled AMD FX6300, 6 cores, 3.50ghz - 32GB DDR3 - MSI GeForce GTX 960 Gaming 4G, 4GB Video Ram, 1024 Cuda Cores.
