How to make these circles move around itself in vegas or AE

Hello,
This is my new logo for the facebook and youtube account.

Now I would like to make some effects on this image by make the existing circles in this image move around itself.

As you can see there are three circles in the image, one big and three small images.

I am thinking about a small introductions for 10 seconds like the following:
- make each circle of these 4 circles move around itself
- then make all of them move in the same time.
- though i thought about making each circle in separate image or a new layer, then import it to vegas or adobe after effects and then apply the effect.

Please advise for which editor is more suitable for this job.

Also how can I do such an effect ?

What I did so far was:
- crop the original image.
- import the file to vegas.
- use key frame to select the move.
- repeat it each time.
the attached file consumed a lot of work.

But this is the main idea I want to do.
So please if there is a more easier way that would be awesome to know so.

In Photoshop cut out each wheel and place on its own file with transparent background. Best to have the center of each wheel in the center of the file so it will rotate evenly in After Effects. On the original background make a copy and clone out the wheels.

In AE bring in the background & the wheels and position where you want them. Rotate the wheels. If the wheels are not rotating evenly then adjust the anchor point.

This is simple enough to do entirely in Photoshop and Premiere Pro.

Cut out the gears onto a separate layer like Cheryl said to do. For this sample, I cut out one of the small gears and duplicated it twice to create the 3 layers with small gears. The big gear is covered on the left so you will need to cut out the right half, duplicate it and flip one to make the other side. When you get everything lined up, merge the two layers to make a layer with the large gear. Paint out the gears on the background layer. Save as a PSD with layers.

Open Premiere Pro and create a sequence. Import the PSD: in the import dialog, select import layers and use layer size. The individual layers will be placed in the media panel. copy the layers to the sequence. background on track 1, followed in order by large gear and then the 3 small gears. One at a time, select a gear layer and set it's position and keyframe the rotation (zero at time zero and 3x0.0 at ten seconds -- that's 3 rotations. I set the rotation of the second small gear to minus 3x0.0 to make it rotate the opposite direction. That's it. Export. Total time to do this example: about 5 minutes.

The facebook name is: (Demagh or دماغ) = Brain
and our mission is to uncover the relationship in between the power and money and media and how it can effecting the public opinion in Egypt now (for example is to cover the lies in the media and why it happened in the 1st place).

What a brilliant amazing short clip you did, please if I may ask if you still have the project files to export it and send it by mail to me (check your pm for my email) so I can better understanding :) as I can not do it the same way you brilliantly did :)
