Not aware of a plug-in, but you can try experimenting with the channel mixer. Because red gets absorbed the most by the water, you'll need to add to the red channel. Set the red-red, green-green, and blue-blue sliders to 100% and the rest to 0% (if they aren't there already). That's the unaltered state. Then increase the red-green slider first and possibly the red-blue to try to bring some red back in. Add a brightness & contrast effect and increase the contrast as desired (don't use the adjustments in the image control, you need to adjust the contrast/brightness after the color mixer). Won't always work, but you should be able to get an improvement.
