Nice to have a photoshop forum as well.

Is it possible to capture using PE, with scene detect on, and then manage those scenes (clips) using photoshop in a similar way that photoshop manages photos using tags, date imported, along with in the field metadata.

(I seem to recall, that PE discards metadata on capture, so would I, perchance, be able to capture using something else --DV Date, I believe-- and still be able to create the suggested library)

A problem that I'm running into is locating clips. To have an efficient library of clips that I could draw from would be extremely useful.

If Photoshop is not capable of this, what would be good way of creating a library.

Yes, it is possible to use Photoshop this way. In fact, you can even add tags for people, time, place, event, etc. I do suggest, as Bob Driscoll does in his article about archiving , that you create a separate catalog for video. I find that putting the video and pictures together gets confusing when I am searching for something specific. Bob's article is here:
