Old VHS to DVD Settings? (PE3)

I am having a hard time getting the right video and dvd settings to burn an old VHS transfer, 2" tape from the 60's to VHS then dvd, now on PE3.
It doesn't have the pixels to make it playable on a large TV, but I was wondering if there is a setting that can restrict the dvd burn to a certain screen size, so that recipients are forced to watch it in 'good quality'? (Or at least a reasonable quality).

Tony, why not create a (fullscreen or widescreen) background, and then put your clips in the foreground using the Scale properties to adjust the size?

I do this all the time when I have 4:3 content that I want to package in a 16:9 video. You could make it as small as you wish.
