Video Export Not clear

I have a PE3.0 and I am exporting a short video 5 minutes or so to Windows media. Exports fine, but it is pixelated.

I have done this before and it worked hunky dorey. I do have a new computer and had to resinstall PE3..so maybe the settings are different.

I am exporting for someone who just plans on having it to play on their PC.

What settings should I have it on....
Prel 3.0; Photshop ele 5.0; HP Pavilion XP Media Edition; 2GB Ram; 250 GB hard Drive;

Try this: File>Export Windows Media. Choose Cable Modem, DSL. Click on Advanced settings. In the pop up box should show 2 pass and change the w & h to 640x480 and bump the bit rate up to around 900 or 1200 depending on how long your project. The higher the bitrate the larger the file size.

Hope this helps. Maybe someone has better settings.

In my not so humble opinion, I think Windows MovieMaker does a much better job at creating a clean-looking WMV.

Try outputting your movie from Premiere Elements as an AVI (File/Export/Movie with the timeline panel selected). Input that file into a MovieMaker project and you'll have lots of WMV output options -- depending on whether you are streaming the file over the internet or delivering it to your friend on a disc, etc.

Windows Movie Maker uses CBR (constant bitrate) whereas the presets in Premiere Elements are set to variable bitrate. Once you change the variable setting to constant, you should see an improvement.

Audio should also be CBR. If it's not, I believe the video will revert to VBR. At least that's what happened 3 years ago when I tested Windows Media in Premiere Elements.
