Not to worry, we are here to help as best we can.

The TI (texas instrument) chipset helps to ensure problem free Firewire.
Other chipsets in a firewire card can be questionable and may or may not work with your devices.
Not sure how you find out if yours has a TI Chipset or not, do you know the card manufacturer?

The above is a very good topic and might be worth looking at the whole thing, it is 7 pages long.

Is a possible to required much more power, because InnoDV-1000LE has an external power supply and has a jumper by default is set for internal power configuration and if you change jumper you can connect external power source from PCI ?

I have looked up your Firewire card, InnoDV-1000LE and all I can say is that you should probably get something else.
You can get a good Firewire card with the TI chipset, that is OHCI complaint, at any Best Buy or computer store for about $20 USD.
I am now almost positive that the firewire card is your whole problem. If the new card does not fix the problem you can return it to the store for a refund.
My guess is that you won't have to return it and your problem will be solved :)
