Need to slow title crawl

I have a title crawling across my photo but I can't seem to slow it down, even changing the "ease in" and "ease out" settings. I do have it beginning off screen as well as ending off screen, i feel this may have something to do with my issue. I'd like to find a way to slow the crawl speed without stretching its duration on the timeline.

Stretching the title in the Timeline will slow it down. Another option is to keyframe the title moving right to left and you could also have it pause half way.
