Quite often I create several titles before assembling the video on the timeline. In V2 I just created the first title .. adjusted font, sizing, color, etc .. then duplicated that for as many as I needed, renamed them, and opened them to make changes to the text (all without ever placing them on the timeline).
Now (in V7) from what I can determine (I'm still a newbie to V7), I have to place the title ON THE TIMELINE before I can make any changes to the duplicated titles, then delete them from the timeline until I need them. Is that correct, or is there a way to make changes simply from selecting the title from the project bin?

You need to be careful making copies of titles in version 4 and later (including v7).
Just copying a title doesn't let you have multiple versions of the title.
When you change one it changes them all, so be careful.

In the media panel you actually have to right click on the title and select 'Duplicate', not copy.

I don't know of any way to edit a title if it isn't on the Timeline, sorry.

Thanks for the heads up on duplicating vs copying! I've only been duplicating by dumb luck :-D
