No, don't think it will help with Premiere Pro or Elements. Thought we had an old Premiere Elements tutorial on Blurring a face, thanks anyway :)

For Premiere Elements this might be the easiest way depending on what version you have. There is a Guided Edit for adding an Effects Mask to your video. This works if the object you are trying to blur is not moving much.
