C drive fragmentation fixed at 12%

Neither Windows nor Norton are capable of resolving this.

Is it possible that my RollbackRXPro snapshots, all of which I've locked, are the cause?

If not, can anyone recommend a solution?

Norton suggested I unleash Norton Utilities on Drive C.

I agreed to an attack on the highly-fragmented boot drive.

The result, according to Windows, is that Drive C is now only 9% fragmented.
