Working in DVD Architect I am setting up a new project. I rendered the video and it was saved to C:\Users\Chuck\AppData\Local\Sony\Movie Studio Platinum\13.0\Rebel Dinner 04-09-16.mpg. Going through the steps (7), I go to the C drive and follow the above. When I enter Chuck there is no AppData file.

I am using Windows 10. I am not all that computer savvy and cannot figure were my video is located.

The appdata folder is a Windows hidden folder. You can get to it by enabling Show Hidden Files and Folders:

Follow these steps to display hidden files and folders.
Open Folder Options by clicking the Start button , clicking Control Panel, clicking Appearance and Personalization, and then clicking Folder Options.
Click the View tab.
Under Advanced settings, click Show hidden files and folders, and then click OK.

However, my suggestion would be to not store projects there. Instead, when you're setting up a new project make a folder in your Documents folder just specifically for your projects, then make another folder in there for just that project. For example, I use the following convention:
Documents > Premiere Elements 11 > Name of Project 1 Folder
Documents > Premiere Elements 11 > Name of Project 2 Folder
Documents > Premiere Elements 11 > Name of Project 3 Folder

...and so on. If you use multiple drives and want to save your projects to something other than your C: drive you can set up a similar folder structure on another drive.

Generally most people leave the Show Hidden Files and Folders option turned off so that they don't accidentally move or delete system files while doing other operations. If you turn it on so that you can work with your project files I'd suggest turning it back off when finished.

I agree with Dave. You should not be saving your finished movies to your AppData files. AppData is where your operating system stores information about your programs.

Save to one of your Library or Document folders instead.
