Is windows media player 11.0 the latest version that will work with XP operating system?

The MS website says it for Win 7 and Win 8. You could always try it and see if it works in XP but I doubt it.

Here is a hack that may allow WMP 12 to work in XP. I have not tested this so do at your own risk.
