BluRay discs have an entirely different structure. There is a tool called BDEdit that can edit that structure similar to what PGC Edit is to DVDs. But, it isn't under active development (last update was 2011) and there is little documentation. I've never used it. If you want to try it, you're pretty much on your own. You might glean some info from the developer's BDedit thread on Doom9.
