Captured Webcam A/V Out of Sync

I was capturing video and audio with my webcam with Premiere Elements, but when I played back the captured video on the timeline, the audio and video were out of sync by a couple seconds. Eventually I discovered that the app, PlayOn, was causing the problem when it was turned on. So I turned PlayOn off and then captured some more webcam with Premiere Elements. The video and audio were then in sync.

PlayOn is an app that lets me stream content (CBS, NetFlix, my photos, etc.) from my computer to my Patriot Box Office. PlayOn automatically starts when the computer starts unless the settings are manually changed.
