Do you have available 3 or 4 piece film strip template that I can put some pictures on to and make it a 5x7 picture out of it? If not do you know where I can get such a thing?

You can copy any of them that are large enough or larger than you need and add your own images in Photoshop Elements :)

There is a small size limit on the files however, might be better uploaded to the gallery.

That is one that I did not make. Can't remember where it came from. There are a lot of images at Wiki Commons. Just check if there are any restrictions. Here is the first page of many film strips there. I rework images in Photoshop:
